What Amavasya is
Amavasya is the thirtieth tithi, the last of Krishna Paksha. It lasts from the moment the Moon is 348° ahead of the Sun until they are exactly together again. The Moon is invisible, rising and setting with the Sun.
Observances
Amavasya is set aside for tarpan and shraddha, offerings to the ancestors, and for a bath in sacred rivers. Somvati Amavasya, one falling on a Monday, and Shani Amavasya, on a Saturday, are considered especially meritorious. Mauni Amavasya in Magha and Sarva Pitru Amavasya at the end of Pitru Paksha draw the largest gatherings. Diwali is kept on Kartika Amavasya.
Most rule books avoid Amavasya for new beginnings, so Hastro’s muhurat rules list it among the tithis to avoid.

Is Amavasya a good day for muhurat?
No. It is reserved for ancestral rites and generally excluded from muhurat lists.
Why does the date of Amavasya differ between two cities?
The instant of the new moon is the same everywhere, but which day carries the tithi at sunrise depends on local sunrise, so a city far to the east or west can differ by a day.
