What Pradosh is
Pradosh kaal is the roughly ninety minutes beginning at sunset. Trayodashi, the thirteenth tithi, is considered especially dear to Shiva when it coincides with this twilight, and the Pradosh vrat is kept on that day, once in each paksha.
The deciding moment is sunset, not sunrise: the day on which Trayodashi prevails during Pradosh kaal is the fasting day, even if the tithi began only that afternoon.
